I worked for IHC in Salt Lake at their main office head qts for 7 terrible
months and I saw first hand work place bullying. I had a manager - an old codger
named Rudy who had zero people skills and would regulary bully members of his
team. He would humiliate them pubically - he would threaten them publically - he
would kick things and throw things as well as curse publically in front of the
person he was berating as well as others in the area. The man was a monster
plain and simple. Because he had worked for IHC for 30 years people just looked
the other way instead of contronting the man. Even HR seemed to just ignore
complaints against the man.
Well, you know what they say about when some "people get a little
authority". Managers, bosses, or even husbands have to lead by
example and by positive encouragement, otherwise, they dont have positive
influence and are left to do what they know which is to try to threaten or
intimidate. Remember, to some, control over others is their desire.
The end result is really secondary.

The key to confronting any bully (workplace, school, NGO) is isolation from
their power-base. Once this occurs, they can be confronted in an environment
where they have no access to the resources that keep them in power. Everyone has
a weakness; the key is to identify that weakness. As an example, an office bully
was slightly allergic to peanuts and cat dander, so when they were out of town
on business, a co-worker entered their work space and dusted the office with the
above mentioned allergens then waited for the bully's return. The other is
to do some reconnaissance work on where the bully goes to church, where their
kids go to school, where they shop, etc. Once identified then steps can be taken
to create an environment hostile to the bully. Uncertainty creates paranoia and
knowledge is power.With all reconnaissance activities covert is
better than overt since the intent is to create an uncomfortable environment
where the bully feels compelled to leave. Operatives working for alphabet
organizations (CIA, NSA, DIA) state the intent is to create an environment
playing on the indented targets weaknesses; both physical and psychological.
