The finding of the federal court that the state law on panhandling is
unconstitutional is relatively new (earlier this year). But there are a number
of laws on the books that have been found years ago to be unconstitutional. The
legislature knows what they are, yet they allow them to continue for some
inexplicable reason. When these laws are found to be unconstitutional they
should be repealed. The legislature should clean up those laws that have been
found by the courts to be unconstitutional. I guess I can dream.

Just one catch! If the laws were "cleaned up" as he suggests, it would
drastically limit the numbers of municipalities that Brian Barnard can bleed
with his endless litigations, thus requireing him to get a real job!
