The national debt increased by almost $8 trillion from 2000 to 2010 and it's still rising. But what about city debt? Each city spends its money differently. It's true that cities have necessities they have to spend money on. But each has different budgets, problems and solutions. How much debt do cities in Utah have? How much revenue do they bring in? How much government debt do they have per person? Here's a list of the cities with the most and least government debt per person. The cities are ranked solely on the amount of government debt per person, according to Bloomberg.

The mentality of the Layton council members, mayors and city managers over the last 20 years has been to pay-as-you-go, Layton City Attorney Gary Crane said in an interview with the Deseret News.

The city government doesn't like to acquire debt it can't quickly pay for, Crane said.

The town's transient population is the cause of the high debt level, Town Manager Bryce Haderlie told the Deseret News in an interview.

The town has more than 1,400 dwelling units for vacationers, and has had to pay for the infrastructure for the dwelling units. The majority of the total debt comes from paying for water projects, public buildings, and road improvements, Haderlie said.
